Russia is taking advantage of the strategic inability of the US to respond with effective military options because all of our military bandwidth is tied up in Iraq and Afghanistan. This war has taken too long and left opportunities open to Russia and others which can't be easily countered. Note that today their are rumors circulating that the administration has cut a deal to leave Iraq by 2011.
